Cooperation and Diversity: Nanjing Maritime Court Held a Press Conference on Applying Yangtze River Protection Law of the People's Republic of China

On April 12rd, Nanjing, Nanjing Maritime Court (hereinafter referred to as "NMC") along with Jiangsu Provincial Department of Transport(hereinafter referred to as "JPDT"), Jiangsu Maritime Safety Administration(hereinafter referred to as "JMSA") held a press conference on applying Yangtze River Protection Law of PRC. He Ping, member of the Party Committee of JPDT, Zhang Qinan, Secondary Counsel of JMSA, and Yang Changshun, member of the Party Committee and vice-president of NMC attended the press conference. Min Xing, member of the Party Committee and Director of Political Department of NMC held the press conference.

He Ping interpreted clauses about administrative enforcement and maritime jurisdiction from Yangtze River Protection Law. He said, this legislation means a lot by formally regulating Yangtze River protection works and remarkably improving an international saying in watershed conservation field. JPDT as the administrative power shall cooperate with maritime jurisdiction on putting the law into practice and protecting the river.

Yang Changshun published “A New Exploration on Cooperation between Jiangsu Administrative Enforcement and Maritime Jurisdiction about Yangtze River Protection”. Since the establishment of NMC, it has accepted 1031 cases relating to Yangtze River and adjudicated 792 cases. NMC has also properly adjudicated 33 administrative cases about unlawful ships. With cooperation system between administrative enforcement and maritime jurisdiction, NMC has arrested 133 ships (including 8 from foreign countries, Hongkong or Macao). Cases involving foreign ships like New Orion, Jiangdonghuo 558, Gaocheng 5 etc. have been well arranged. Yang Changshun emphasized the cooperative achievements seized by JPDT, JMSA and NMC. The further cooperation would serve a high-level improvement of Yangtze River Economic Belt.

Zhang Qinan published “Measures on Applying ‘Yangtze River Protection Law’ by Jiangsu Provincial Department of Transport, Jiangsu Maritime Safety Administration and Nanjing Maritime Court”. He highlighted 9 measures based on of focusing on priority areas, building cooperation system, and setting service platform, including deepening the "Jiangsu Model" of port pollution prevention, establishing a joint enforcement mechanism and enhancing the function of the one-stop dispute resolution center.

 He Ping, Zhang Qinan and Yang Changshun answered questions about how to measure Yangtze River pollution in detail by transport industries, how to handle incidents caused by carrying dangerous cargo under Yangtze River Protection Law, and how to use “Point-to Point” ship checking system.

Representatives from 9 companies including Jiangsu Port Group Co., LTD, Nanjing Changjiang Tanker Co., LTD, SINOPEC Nanjing Chemical Industries Co., LTD, and journalists from more than 10 media organizations such as CCTV, Xinhua News Agency, Xinhuanet, China News Services and People’s Daily attended the press conference.
