On September 26, 2025, Nanjing Maritime Court officially released the Report on Foreign-related and Hong Kong, Macao and Taiwan-related Adjudication (2020–2025) and Ten Typical Cases.
According to the Report, Nanjing Maritime Court accepted 1,079 foreign-related and Hong Kong, Macao and Taiwan-related commercial maritime cases and concluded 863 cases from January 2020 to June 2025. The cases involved parties from 82 countries and regions across 5 continents and covered 59 categories of maritime disputes. Traditional shipping-related disputes—such as ocean carriage, shipping finance, freight forwarding and shipping agency—accounted for more than 90% of the total. Cases arising from emerging sectors of the marine economy increased significantly, including cross-border e-commerce (accounting for 23% of maritime freight forwarding cases), marine engineering equipment manufacturing, offshore wind power, and intelligent shipbuilding. Recently, the number of complex cases concerning application of new legislation, foreign laws, and international conventions is increasing. Special maritime procedures were applied in approximately 10% of cases, including maritime injunctions, ship arrest, maritime evidence preservation and public exigence procedures. 12 cases were selected by the Supreme People’s Court Case Database, and 26 cases were selected as typical cases by the Supreme People’s Court or provincial courts. 3 cases were published in Chinese Maritime and Commercial Law Reports by the UK publisher Informa Law.
The Report also shows that, Nanjing Maritime Court has introduced 14 measures to enhance judicial services to safeguard a higher level of opening-up and proactively issued 16 measures to support the implementation of the Regional Comprehensive Economic Partnership (RCEP) Agreement in 2022. The Court also participated in joint initiatives related to the China (Jiangsu) Pilot Free Trade Zone and compiled a Legal Risks Prevention Guidance Manual to help foster a market-oriented, law-based and internationalized business environment. Efforts have been made to improve litigation services and trial quality, including providing overseas parties with online identity verification and video witnessing services, exploring remote online hearings and evidence collection, and making full use of mechanisms such as general authorization for overseas parties and expedited ship arrest guarantee mechanism.
At the press conference, Nanjing Maritime Court also released Ten Typical Cases, concerning different areas of maritime adjudication, such as carriage of goods by sea, marine insurance, ship collision, judicial review of foreign maritime arbitration, and so on.
